When is the best time to grow herbal tea?

Why: I have a bunch of seeds, but I don't want to waste them.

Answer: Different times:
Bee balm - early spring
Borage - early spring
Cinnamon Basil - spring
Chamomile - spring
Fennel - in cool weather
Lemon balm - whenever
Peppermint - when temperature is around 60°F
Sage - whenever, as long as it gets full sun
Spearmint - whenever, as long it's shady

The More You Know: I'm just gonna plant them all tomorrow. Any plant too finicky to grow in March is not one I want to deal with. This is what my tea shelf currently looks like:
