Is Hong Kong a sovereign nation?

Why: Hong Kong appears separate from China on a list labeled "National IQ Estimates."
Answer: No. The sovereignty of Hong Kong was returned to China by the United Kingdom in 1997. However, Hong Kong still maintains most of the colonial administrative system and hence appears in many "international" rankings.

The More You Know: The official name of the Hong Kong Government is The Government of the Hong Kong Special Administrative Region of the People's Republic of China. The 3 highest ranking officials are named Donald Tsang, Henry Tang, and John Tsang, none of which sound particularly Chinese to me.
